The company makes certification decisions solely on the basis of objective evidence and ensures that all activities remain free from commercial, financial, internal, or external influences.
Competence and Professional Evaluation
The company is committed to maintaining the knowledge, skills, and experience of all personnel involved in certification activities—including auditors, technical experts, and decision‑makers—at an internationally recognized level.
Transparency and Confidentiality
The company publishes all information that must be publicly available—such as certification schemes, requirements, processes, and certification status—in a clear and accessible manner. Client information is protected in accordance with confidentiality requirements.
Equal Treatment of Clients
The company evaluates all clients using the same criteria and procedures, regardless of their size, sector, ownership structure, social standing, membership, or geographical location.
Compliance with Certification Scheme Requirements
The company develops, updates, and implements its certification schemes in accordance with the requirements of ISO/IEC 17065 and ISO/IEC 17021, ensuring they remain internationally recognized and accepted.
Complaints, Appeals, and Disputes
The company maintains an independent mechanism for handling complaints, appeals, and disputes in compliance with the requirements of ISO/IEC 17065 and ISO/IEC 17021.

SUSPENSION, WITHDRAWAL, REDUCTION, AND EXTENSION OF CERTIFICATION
Certification may be partially or fully suspended if one or more of the following conditions occur:

- Significant nonconformities affecting the certified system or technical competence are identified during surveillance or recertification audits and are not effectively corrected, or the organization seriously violates certification rules and procedures

- Failure to pay required fees within the specified timeframe
-
- Failure to notify the certification body of legal or organizational changes affecting ownership or independence
-
- Intentional alteration or misuse of certificate information
-
- Intentional false statements on the application form
-
- Intentional breach of the certification agreement
-
- Failure to report inability to comply with relevant standards
-
- Serious or repeated complaints related to the implementation of the relevant standard
-
- Lack of technical resources within the certified scope
-
- Any other situation deemed appropriate by the Certification Committee

- Voluntary withdrawal by the certified organization
-

Certification will be withdrawn if one or more of the following conditions occur:

- The organization voluntarily withdraws from certification
-
- Nonconformities are not corrected within 6 months after suspension
-
- No corrective actions are taken after suspension for other reasons
-
- The certified organization is dissolved
-

Certification scope may be extended under the following conditions:
-
- The organization applies to extend its scope to a new sector and submits an application similar to the initial certification
-
- The extension is requested for a sector belonging to the same group as the previously audited scope
-
-
Certification scope may be reduced under the following conditions:
-
- The organization voluntarily requests a reduction of its scope
-
- After partial suspension due to insufficient resources, the organization agrees to reduce its scope
-
- The organization no longer meets certification or competence requirements for part of its scope
-
PUBLIC DISCLOSURE OF SUSPENDED OR WITHDRAWN CERTIFICATION
Information regarding suspended or withdrawn certifications will be published on the official website of ABS Certification LLC and/or announced through public media channels.
Complaints and Appeals Handling
Receiving and Registering Complaints and Appeals

Complaints, comments, and appeals related to certification activities shall be submitted to ABS Certification LLC via the email address info@abscert.mn.

An employee of the Administration and Management Department will receive and register all submitted complaints and appeals, review their validity within three (3) working days, and report the findings to the department management.

All complaints and appeals related to certification activities shall be recorded and documented using the “Complaint and Appeal Registration Form” to ensure proper consolidation and confidentiality of information.
-
The registration shall include the name, address, and contact details of the individual or organization submitting the complaint, a description of the issue, the resolution process, and the responsible personnel.
Processing and Resolving Complaints and Appeals

Corrective actions shall be taken depending on the type, category, and nature of the complaint or appeal. When necessary, the matter shall be discussed at a meeting of the Certification Committee, and an action plan or guidance shall be developed to resolve the issue.

Complaints and appeals shall be resolved impartially, without favoring any party, and in accordance with applicable standards and relevant legal requirements.

The complainant or appellant shall be formally notified (via official letter, email, phone call, or in person) of the resolution and the basis for the decision.
-
Complaints that cannot be fully resolved within the Certification Committee shall be reviewed at a meeting of the Certification Department and resolved in accordance with the appropriate procedures.

Complaints and appeals submitted by clients shall be consolidated by the Certification Department and presented to the Certification Committee. These shall be used as input for improving organizational performance, addressing errors, nonconformities, and other issues.

To maintain and strengthen confidence in certification, non‑confidential information related to the resolution of complaints may be made available to relevant interested parties in an appropriate and transparent manner.
-
Any matters not covered by this procedure shall be governed by applicable laws of Mongolia and other relevant rules and regulations.
Use of Marks, Certificates, and Logos
CERTIFICATION MARK

The certification body’s mark shall follow the design shown in **Annex 1**.
-
The certification mark shall use the approved black‑and‑white color scheme.
-
The certification mark may be enlarged or reduced in size as needed, provided that the proportions are not distorted.
-
The certification mark shall include the standard number and year of approval, such as **Certified ISO/IEC 27001:2022**.
-
Organizations certified by the certification body may use the certification mark **only within the certified scope and only during the validity period** of their certification.
ISSUANCE OF CERTIFICATION MARKS AND CERTIFICATES

The certification body shall issue the certification certificate and provide the rules for using the certification mark for the duration of the valid certification period.

A printed certification certificate shall be issued to the certified organization.

If a certified organization misuses the certification mark or certificate, the certification body may take actions up to and including **suspension or withdrawal** of certification.
-
Use of the certification mark is prohibited if certification is suspended, withdrawn, or expired.
-
If certification is suspended or withdrawn, the certification mark and certificate must be returned to the certification body within **five (5) working days**.
USE AND CONTROL OF THE CERTIFICATION MARK

Certified organizations may use the certification mark in the following materials:

Printed and promotional materials

Corporate publications and brochures
-
Annual or operational reports
-
Documents and stationery
-
Advertisements and marketing content
-
Internal walls and information boards
-
Exhibition displays and websites
-
Email signatures
-

The certification mark **shall not** be placed directly on products, product samples, or specimens.
USE AND CONTROL OF THE CERTIFICATION CERTIFICATE

If the certification body’s name, address, or other relevant information changes, the certification body shall reissue the certificate.

If certification is suspended, withdrawn, or expired, all claims and promotional materials referring to certification must be discontinued.

If the certificate is misused or presented in a way that misleads clients regarding the certified status, the certification body may issue a warning, suspend certification, or withdraw certification.

When publishing or publicly announcing certification status, the certified organization must clearly state the **scope of activities** covered by the certification.
MONITORING THE USE OF CERTIFICATION MARKS AND CERTIFICATES
The certification body shall inform certified organizations of the rules for using the certification mark and certificate, and shall conduct monitoring **every six months** to verify proper use. Findings shall be documented and communicated to the certified organizations.
If a complaint is received regarding misuse of the certification mark or certificate, the certification body shall conduct an immediate investigation and take appropriate corrective actions.
